Be able to highlight portions of a student's written responses and to add comments to those areas that are highlighted

While I am grading a students writing using an rubric that aligns to ACTFL, I still want to be able to show students specific errors they make and explain what the correct wording would be. The idea would be similar to making comments on a google doc.
