Hi Ana! This is possible today and will be greatly improved as we revamp rubrics over the next few months.
Currently you can take the following steps:
Create assessment (you won't actually create this but need to open the page to create the saved rubric)
Create the rubric
Click "Save Rubric"
Delete the assessment shell that was created
Now you will see the saved rubric you created in the dropdown for all future assessments that you create
In the next few months rubric creation will be moved to the account level and at that time you'll be attaching rubrics to questions. You will always be creating rubrics separate from assessments once that's live!
